Abstract: Annette Bowling (1936-2016) served as the executive director of the Albany Advocacy Resource Center for over forty years. Her papers include materials related to her work advocating for people with disabilities, notably her service as chair of the Commissioner's Oversight Committee, which oversaw the closures of the Brook Run Center in 1997 and the Georgia Mental Health Institute (GMHI) in 1998.

Biographical Note

Annette Bowling, born June 26, 1936, served as the executive director of the Albany ARC (Advocacy Resource Center) for over 40 years, from 1973 to her retirement in 2014. She was an important and significant advocate for those in the disability community in Georgia for decades. In 1996, Tommy Olmstead, the commissioner of the Georgia Department of Human Resources, appointed her to serve as the Chairperson for the Commissioner's Oversight Committee, which was to oversee the closure of the Brook Run Center, a state-run facility for individuals with developmental disabilities. Bowling extended her service to the Oversight Committee in 1998 as the focus shifted to the closure of the Georgia Mental Health Institute. Bowling continued to serve as an advocate throughout the state. She was appointed to the Governor's Blue Ribbon Task Force on Community-Based Services in 2000 and worked as a consultant with regional health boards. Bowling died September 28, 2016.

The Annette Bowling Papers contain materials related to the closure of the Brook Run Center for the Mentally Retarded in 1997 and Annette Bowling's work as chairperson of the Commissioner's Oversight Committee. The Commissioner's Oversight Committee materials date from 1996 to 1998 and include reports, papers, meeting notes, agenda, and correspondence. Other materials in the collection document her work with the Governor's Blue Ribbon Task Force on Community-Based Services and disability organizations in Southwest Georgia.
