This series contains bill drafts, committee records, appropriations and budgets records, bill drafts, and other legislative records. It is divided into three sub-series:
Sub-series A, Subject and County Files, is a topical arrangement of legislative research and other information about specific subjects or that pertain to specific counties in Georgia. It documents issues such as highway appropriations, natural resources land management, the Georgia lottery, and criminal justice.
Sub-series B, Reports, contains reports generated by state commissions and other public bodies. It includes budget reports, propety tax proposals, water management information, and reports from Mercer University.
Sub-series C, Bills, is composed of bill drafts, status reports, and Gillis' voting record in the General Assembly.

This collection is open for use.
This collection contains audiovisual recordings. Reference copies of these recordings can be made available upon request. Requests for access will be fulfilled as soon as possible and will be dependent upon the condition of the recording media.

- Before material from collections at the Richard B. Russell Library may be quoted in print, or otherwise reproduced, in whole or in part, in any publication, permission must be obtained from (1) the owner of the physical property, and (2) the holder of the copyright. It is the particular responsibility of the researcher to obtain both sets of permissions. Persons wishing to quote from materials in the Russell Library collection should consult the Director. Reproduction of any item must contain a complete citation to the original.
