Robert C. Faro was once the Chief Engineer at Gwinnett County Department of Public Utilities Planning, Permitting and Stormwater Division. Gwinnett County is in the Atlanta metropolitan area and is well known for its rapid growth since the 1960s. The population of the county has practically doubled each decade - going from about 44,000 in 1960 to 590,000 in 2000.
